Is it possible to manually georeference an image file? I have an image file that Im able to import but since it doesnt have a world file it comes in incorrectly. Can this be manually "moved/scaled/rotated" into the correct position?

Take a look at the help page

The world file will need to contain the correct information (lines 1 through 6) and also have the right file extension.

The crux of the problem is that I dont have a world file. I was trying to figure out if I could manually move/scale/rotate it into the correct position after its been inserted. Based on what I read in your link it looks like the answer to my question no.
