A project is a single map... saved out to a .AccuGlobe Project file.

A solution is a collection of projects... saved out to a .AccuGlobe Solution.

E.g.

You have data for three different states, says OH, IL and PA with each state has its own project. Each project is loaded into AccuGlobe so you have 3 project tabs. Now if you save a solution AccuGlobe will store the fact you had 3 state projects open so the next time you open AccuGlobe you can open a single solution file not 3 project files.
